The properties of whatever it's waving through do.For mechanical waves, like sound, slinky, and seismic waves, it's the mechanical properties of the medium, like density, elasticity, and viscosity. For electromagnetic waves, like light and radio ones, it's the electrical properties of the medium, like the electrostatic permittivity, and the magnetic permeability.
